Despite the danger their world faced, the rest of the world moved on. Hostilities rose again between Wakanda and Atlantis as generals were captured and an ambassador assassinated. Arrogant as ever, Namor still approached T'Challa at the Necropolis with an offer of detente. They both knew there were more important matters occupying their time than war, and peaceful terms would make their efforts with the Incursions easier. T'Challa no longer sat on the throne, however, and the decision of war or peace rested with Shuri. When Namor's offer reached Wakanda's council through official channels, T'Challa spoke in favor of it, framing his argument as allowing Wakanda more time to recover from the previous Phoenix attack before thrusting themselves into further bloodshed. His words were not taken to heart, though, and as the Black Panther his sister Shuri declared it would be war with Atlantis. [New Avengers (3rd series) #7]

When next they met in the Necropolis, Namor praised T'Challa for his assistance. Shuri had reacted favorably to his request for cessation of hostilities, and tensions seemed to be dissipating. The Black Panther informed Namor he had been lied to, and Shuri had not listened to his advice. In fact, there was a Wakandan attack taking place at Atlantis even as they spoke. Namor advanced on T'Challa, but the Dora Milaje barred his way. Weighing his responsibilities, Namor chose not to strike against them at that time, but fled back to Atlantis at all possible speed in the hopes of saving his country. [New Avengers (3rd series) #8]

As Atlantis fell, new threats arose to face the planet. The Avengers learned of a nigh-unstoppable armada led by the Builders cutting a swath across interstellar space towards Earth. Many of Earth's defenders were therefore off-planet when a second fleet, led by Thanos, struck at Earth from within the solar system. Wakanda came under attack by Black Dwarf, one of Thanos's generals of the Cull Obsidian, but T'Challa and Shuri managed to drive him back. Black Bolt alerted the Illuminati that Thanos was actually on Earth searching for his crossbreed Inhuman son, and the group mobilized to locate the boy, despite seething tensions between Namor and Black Panther.

Another Incursion occurred during their quest, bringing the Illuminati into talks with the Builders of another universe. Across the multiverse, the Builder races had recognized Earth as the lynchpin in the Incursion crisis, and intended to destroy every version of the planet with their Worldkiller ships. Yet again, the Illuminati found the decision taken out of their hands as the Builders could only destroy the Earth on their side of the Incursion, leaving the Illuminati's Earth safe once more.

Back home, they discovered Thanos' forces had chosen to return and congregate in Wakanda, doing heavy damage to the Golden City. Black Panther impulsively wished to leap to the defense of his sister and his nation, but the Cull Obsidian had also penetrated the Necropolis, seeking the anti-matter bombs housed there. T'Challa was forced to leave Shuri to the defense of Wakanda while he fought with the Illuminati against the greater danger. In the end, the Avengers defeated their Builder fleet while Thanos and what remained of his generals were contained in a stasis block of "living death" by Thanos' son Thane, held captive by the Illuminati. But the Black Swan warned T'Challa and his allies that greater threats still remained in the Game of Worlds, and this had been nothing more than a skirmish. [Infinity crossover]

The Black Panther's dedication to the greater good was tested when his queen and the Hatut Zeraze came to the Necropolis to inquire why he did not join in Wakanda's defense. T'Challa evaded Shuri's questions, but was surprised when his Dora Milaje guards spoke out against him. Although they were unaware of the threat of the Incursions, Aneka and Ayo knew of Namor's repeated presence in the Necropolis, and they shared this information with Shuri before declaring they would serve T'Challa no more. As T'Challa would not explain himself, Shuri informed her brother that he was no longer welcome outside the Necropolis, and left him so she could begin repairing their broken nation once more. Namor had been eavesdropping, and half-mockingly congratulated T'Challa on his decision. The love of his sister, the faith of his people... these things meant nothing on the grander stage they were now playing, for darker days were still yet to come. The Illuminati continued their work and, at the suggestion of the Black Swan, created a device called "the Bridge" to view alternate worlds and observe Incursions at a distance to find if other realities had discovered ways to prevent the destruction of their Earths which they had yet to consider. This also led them to observe the past actions of their Black Swan through the Bridge by accident. They learned she had lied to them, committed human sacrifice and manipulated other versions of the heroes for her own ends on other worlds. She was also far more powerful than she appeared, and the Illuminati as a whole were barely strong enough to cage the Swan again once they learned what she truly served. [New Avengers (3rd series) #13-15]

T'Challa found himself faltering in the face of what was expected of them, and he confronted the spirits of his ancestors through the power given to him by the Panther God. The Black Panthers of generations past appeared to him as a council, encouraging him to continue with his work. As a king, the protection and perseverance of his country and people was more important than matters of morality or conscience. More than just the destruction of worlds, they also counseled that a reckoning with Namor was long past due.

Time ran out for the Illuminati to find practical and benevolent solutions for the Incursions. Their greatest and most inevitable challenge finally rose when their Earth entered an Incursion with a populated Earth protected by its own team of heroes, the Great Society. Also veterans of the Game of Worlds, the Society met the Illuminati at the Incursion site to discuss options. The meeting was in good faith, but the Great Society became increasingly unnerved by the fact that the Illuminati had built anti-matter bombs, and were potentially prepared to use them if all other options were eliminated. Naturally it was Namor who struck first, deliberately provoking a conflict in order to avoid staving off the inevitable any longer. [New Avengers (3rd series) #16-18]

The Illuminati and the Great Society seemed evenly matched until Doctor Strange unleashed a spell from the Blu'Dakorr, the Blood Bible, which ran unchecked and killed nearly all their opponents before the Illuminati shut him down. The battle had cost valuable time, and the Illuminati came up with no other options besides detonating their anti-matter bomb. It was triage, they told themselves, killing several billion people on the opposing Earth in order to save trillions across both the colliding universes. And yet, one by one, these men of power and arrogance could not bring themselves to do it. Richards, Stark, McCoy, Banner, Strange, Black Bolt... none of them were willing to hit the trigger.

The Black Panther took up the trigger mechanism, prepared to carry out the duty of his throne and save his people. Prepared to set aside all morality and kill a planet in the name of the Wakandas. Prepared to listen to the voices of his ancestors, who even now were urging him to fulfill his vows. But he could not. He could not. In the end, T'Challa of Wakanda chose life over death and was left weeping in the sand as his father and the other Panther spirits abandoned him for this weakness. Two Earths might die today, but the Black Panther would go to his death proud of his choice.

And then Namor picked up the trigger and detonated the bomb. [New Avengers (3rd series) #19-21]

Horrified, it took the Illuminati a few moments to register what Namor had done. When it struck him, T'Challa was enraged. He had lost the respect of his father and the support of his ancestors because of his choice, and now that sacrifice was meaningless. T'Challa lashed out at Namor, not for the murder of billions, but for taking this from him. This then provoked Namor to twist the knife and reveal he was the one who sent Proxima Midnight and the forces of Thanos to Wakanda in a vain search for the Time Gem, gleefully taking credit for devastating Wakanda twice in his lifetime. The fury of the Black Panther burned even hotter, and the other Illuminati were barely able to separate the two men. Namor fled from the group, who were left broken and shell-shocked by the events. And then the warning lit up: another Incursion had begun. [New Avengers (3rd series) #22]

Unable to raise another defense and unwilling to kill another world, the remaining Illuminati quietly disbanded, taking advantage of the few hours remaining to say their goodbyes until the uncontested Incursion destroyed them all. For T'Challa, this meant one last night with Ororo, a night of passion but also of regrets as he remembered the love he had sacrificed in the name of a crown that was no longer his, and a people who no longer wanted him. But as the Incursion deadline came and went, the Illuminati reassembled to assess how they had survived. All but Namor. It soon became clear Namor was dedicated to doing what they would not. He had released Thanos, the Black Swan and made other allies in a Cabal to actively destroy other worlds in the Incursions. [New Avengers (3rd series) #23]

In the weeks that followed, all the world turned against the Black Panther and Wakanda. The Cabal went public with the threat of the Incursions before the United Nations, asking the world to merely be passive in allowing them to keep Earth safe, regardless of the cost to other Earths. When the U.N. wrestled with their consciences and ultimately ceded that authority to the Cabal, it was a pittance more when the Cabal asked for Wakanda as well, letting them claim the Necropolis and the anti-matter bombs in the name of safety. And with that, the world turned their backs on Wakanda, leaving T'Challa and Shuri with an occupied nation, under siege by the forces of Thanos and his allies and abandoned to their mercies.

Relations were equally sour with the Avengers. Steve Rogers had recovered his memories shortly before the Incursion with the Great Society. He was furious at the personal betrayal by his friends and the unthinkable actions they had perpetrated. Rogers forcibly merged the Avengers with S.H.I.E.L.D. as he took over the latter agency, bringing all the Avengers willing to do so into the fold to hunt down the Illuminati. Although the United States eventually joined the nations of the world in authorizing the atrocities of the Cabal, no such protection was extended to the Illuminati, and S.H.I.E.L.D. became the enforcement arm of Rogers' personal vendetta against T'Challa and the others.
