Almost as soon as she returned, however, She-Hulk found herself being drafted into S.H.I.E.L.D.’s new Hulkbusters unit as part of the Superhuman Registration Act. Pug and Awesome Andy were missing, and many of her other friends were drifting away from GLK&H, so Jen accepted the opportunity to spend more time as She-Hulk rather than Jennifer. Samson tried to address the psychology of Jen spending all her time in one form, but She-Hulk wasn’t interested in returning to therapy at this juncture. S.H.I.E.L.D. command drafted a mission statement for the Hulkbusters, concerned that the Hulk had avoided public appearances for several months now. The Hulkbusters’ primary mission goal was to locate the Hulk but, in the meantime, they also served to locate and neutralize the other gamma mutates and Hulk-class threats from Banner’s rogues gallery that threatened the public. The Hulkbusters managed to bring in the Abomination, Wendigo, U-Foes, Zzzax and other menaces. In her down time, She-Hulk managed to enjoy a healthy sex life with her teammate Clay Quartermain and S.H.I.E.L.D.’s new director, Tony Stark, but she was shot down by Wolverine on the Wendigo mission because of her night with Juggernaut, something Jennifer still denied had occurred.

Part of the Hulkbusters’ mission was tied to Project: Achilles, a S.H.I.E.L.D. initiative to find the means of depowering superhuman threats in the era of the Registration Act. When Zzzax escaped containment in Achilles, he corrupted all systems aboard the Helicarrier, forcing She-Hulk, Iron Man and S.H.I.E.L.D. to fight their own ship. During the attack, Zzzax also reactivated the archive of Nick Fury LMDs aboard the ship as cannon fodder. The LMDs were spouting random voice files from their activation periods, and Jen overheard one with Fury discussing Bruce and a “launch.” Suddenly suspicious, She-Hulk brought the LMD’s head to GLK&H, where Artie Zix was able to access its full stored memories. Jen therefore learned the truth – Iron Man, Mr. Fantastic, Doctor Strange and Black Bolt had used the Fury LMD in a ruse to lure the Hulk into orbit, then launch him to the far side of the universe “for the greater good.” Tony had been lying to Jennifer this whole time about her cousin’s whereabouts as a pretext to draw her into the Hulkbusters.

A furious She-Hulk returned to the Helicarrier and confronted Iron Man about his lies. Jennifer’s support of the Registration Act was based on a respect for the law, and Stark bypassed the law to pass his own sentence on the Hulk, based solely on what he and a select few believed was right. As they fought, She-Hulk pointed out the obvious, which was that the Hulk would inevitably return, angrier than ever. Iron Man conceded the point and told She-Hulk that was the point of Project: Achilles – crafting a form of super-power inhibiting nanobots strong enough to neutralize even a Hulk-class threat. Tony then proved they worked by injected She-Hulk with S.P.I.N. tech, robbing Jennifer of the ability to become She-Hulk permanently. [She-Hulk (2nd series) #15-18]

Jennifer Walters was fired from S.H.I.E.L.D. and dropped off on the side of the road in New Jersey. She was picked up by Amadeus Cho, the super-intelligent teenager who secretly helped get the Fury LMD tapes into her possession. Cho idolized the Hulk and wanted to gather allies for Banner when he eventually returned. Jennifer refused, believing the Hulk was still dangerous even if his exile was illegal. She did direct Amadeus to some potential heroes, though. When the Hulk did return, it was the threat Iron Man had been waiting for. The futurist industrialist had deliberately planned for the Hulk’s return to be an impetus for registered and unregistered heroes alike to come together for the greater good. He even turned off She-Hulk’s inhibiting nanobots temporarily so she could join the cause. While in exile, Hulk rose from slavery as a gladiator on the planet Sakaar to conquer the world, but lost his kingdom, new love and unborn child when the Illuminati ship’s warp core exploded. She-Hulk tried to negotiate a peaceful resolution between Hulk and the heroes, but Hulk’s righteous anger could not be assuaged. Jen’s peace talks were brushed aside and she was beaten into submission by Hulk and his Warbound along with the other heroes. Only a betrayal from within his Warbound sent the Hulk into a completely uncontrollable state, forcing Banner to shut down his other half, ending the conflict. Sakaar’s “Worldbreaker” Hulk was cast into Banner’s deep subconscious and Bruce was arrested by S.H.I.E.L.D. [World War Hulk crossover]

Depowered again, Jennifer filed a lawsuit against Tony Stark in an effort to legally establish superhumans had an inalienable right to their powers. However, she was shocked to learn that her own firm and Mallory Book were representing the Leader, last of the gamma mutates captured by the Hulkbusters. Malloy had lost some prestige in the legal community after the tabloids made a sensation of her compelled affair with Awesome Andy, and she was looking for a high-profile case to get back on top. Worse yet, Mallory subpoenaed Jen as an expert witness on gamma transformations. The Leader’s criminal trial addressed all his various crimes over the years, from seditious invasions with his army of Humanoids to killing nearly an entire city with a gamma bomb to produce new mutates for his experiments. Malloy’s defense centered around the idea that gamma transformations created an altered mental state in which the person could not be found legally responsible.

Jennifer was the definition of a hostile witness when Mallory called her to the stand. After Doc Samson testified with scientific evidence that Mallory used to support her theory, she then used the dynamic between Jennifer Walters and She-Hulk as a textbook example of her theory in action. Mallory enjoyed needling Jen on the stand, getting her to admit her behavior as She-Hulk was more uninhibited in that form. If someone “under the influence” of alcohol could have diminished capacity, so could someone “under the influence” of gamma rays. In a particularly embarrassing exchange, Mallory got Jen to list the number of sexual partners she had had as Jen Walters compared to the number as She-Hulk. In the end, Mallory painted Jen’s current crusade against Tony Stark as an addict desperately trying to return to an altered state where she could shed her inhibitions, control and accountability. Mallory won her verdict for the Leader and Jennifer was left emotionally devastated in the aftermath of the trial. [She-Hulk (2nd series) #19]

Several matters at GLK&H came to a head when Artie Zix convened various players in his office. For you see, Mr. Zix was actually RTZ9, the Magistrati Recorder. His programming had been suborned by the Recluses, who were concerned over the level of influence She-Hulk’s ruling had over them and wanted her monitored to avoid further intervention. Under the coercion of a force field and RTZ9’s self-destruct mechanism, Two-Gun revealed to Jen that Hawkeye was alive again and John Jameson revealed how he gave up the power of Stargod. He had attempted to reunite with Jennifer now that she wasn’t She-Hulk anymore, but Jen was adamant about the annulment, so he finally gave in. Finally, Jennifer revealed she had retired her position with the Magistrati after one final case. The Living Tribunal had given consideration to the idea of eliminating Jens’ universe and replacing it with a newer, less confusing, more “Ultimate” universe. As She-Hulk, she successfully argued in defense of her universe’s character, allowing it to continue. Satisfied with her answers, the Recluses allowed RTZ9 to deactivate his self-destruct, freeing his guests and returning him to their service. [She-Hulk (2nd series) #20]

One last bit of business was wrapped up when Jennifer discovered the existence of tourists from Earth-A. A man named Albert Devoor had set up a dimensional interchange where civilians of Earth-A, or “Alphas,” could leave their relatively tame Earth behind to visit the World of Marvels on Earth-616. As an added bonus, the atomic resequencer altered Alphas to match their counterpart in transit, meaning many vacationers arrived on Earth-616 with the super-powers of their local counterpart. Meeting She-Hulk Alpha was irritating at first for Jennifer, especially after learning it was the Alpha who slept with the Juggernaut. “She-Hulk A” still had her powers, though, and Jennifer was seriously considering abandoning her world and stepping into the Alpha’s shoes on Earth-A, feeling she more belonged to a world where she wouldn’t have powers. With Mallory Book replacing the absentee Holden Holliway as named partner at the new GLK & Book, Jen thought she had one more reason to leave. Mallory was willing to put aside their animosity, though, and admit Jennifer Walters was the rainmaker the firm needed, not She-Hulk. In the end, Reed Richards realized he could use the atomic resequencer to reset Jen’s structure to be nanite free, restoring her powers as an apology for banishing her cousin and lying about her transformation problems. Unfortunately, it wasn’t long before She-Hulk’s entire world came crashing down around her. As the new managing partner of GLK&B, Mallory Book assigned Jennifer to defend a minor sorcerer super-villain named Arthur Moore, a.k.a. Dark Art. Book was trying to make amends for past issues, suggesting to Jen that they could be friends and even put her on the path towards becoming a partner at the firm. Jen took the olive branch, even though Moore proved to be obnoxious. He was charged with robbery and animal cruelty, with a large number of bills from the robbed bank discovered at his house along with a series of knives covered in what tested as dog’s blood. However, the lack of any eyewitnesses to the crimes, combined with an illegal search, enabled Jennifer to get the case dismissed.

After the charges were dropped, Jen and Mallory took Moore to retrieve his confiscated goods and property. As a “thank you,” Moore decided to show his lawyers a vision of the truth – not only was he responsible for the bank robbery, but the “dog’s blood” on his knives was the result of transmutated neighborhood children who had gone missing, human sacrifices to feed his dark arts. As the images burned into her mind, Jennifer couldn’t help herself and transformed into She-Hulk to attack her own client. If her legal career had any hope of surviving that, it was torpedoed when She-Hulk openly announced her client’s confession to the reporters outside the courthouse, violating the rules of attorney/client privilege. In short order, Jennifer resigned from GLK&B, was disbarred from the practice of law and slapped with a restraining order by Arthur Moore. To twist the knife even further, the missing kids were discovered a week later, completely amnesiac but otherwise safe and sound.
