As an existing public figure with no secret identity, Wonder Man had no problem signing up under the Superhuman Registration Act after it was passed through Congress. He even recorded some PSAs for the Act, demonstrating how registered heroes would act under the law. Still, this didn't stop some overzealous SHIELD agents from blackmailing him into working for them above and beyond the law's requirements. They threatened him with embezzlement charges due to certain irregularities in the books for his Second Chances Foundation (possibly a holdover from Neal's time running the foundation). [Civil War: Front Line #5-7]
Despite this heavy-handed treatment, Wonder Man remained an ally of the pro-registration forces during the Superhuman Civil War. [Civil War #3-7] He worked alongside Iron Man and Ms. Marvel with S.H.I.E.L.D. in rounding up illegal superhumans after the registration deadline passed. Many super-heroes broke ranks and refused to register, however, leading Simon to hunt down some of his oldest friends. Julia Carpenter, Arachne formerly of the Whackos and Force Works, even worked with the "Cape-Killers" unit to sabotage them from within before she was discovered. Simon and Carol were put in the uncomfortable position of dragging Julia away in handcuffs in front of her daughter, Rachel. [Ms. Marvel (2nd series) #6-8]
After the Superhuman Civil War ended and registration became the (largely) undisputed law of the land, Simon's new agent began floating the idea of a reality TV starring Simon to cash in on his fame. Simon disputed the idea because he still wanted to act, not be "famous for being famous." Fortunately, Ms. Marvel and Iron Man remembered his service during the Civil War and arrived to recruit Wonder Man for the newly-minted Mighty Avengers, the New York branch of the Fifty-States Initiative. [Mighty Avengers (1st series) #1-2]
Simon and Carol began spending time with each other more frequently outside the Avengers as well. In addition to regular lunch dates, Carol recruited Simon into Operation: Lightning Storm, her cooperative strike team with S.H.I.E.L.D. Regretting their actions during the Superhuman Civil War, Wonder Man and Ms. Marvel arranged to reunite Arachne with her daughter and have her transferred to a joint U.S. - Canadian strike team called Omega Flight, operating in Ontario outside the scope of the Registration Act.
Wonder Man and Lightning Storm next came up against A.I.M. Several factions led by M.O.D.O.K. and Monica Rappaccini vied for power, while M.O.D.O.K.'s son Sean Madigan manipulated all the parties. During one of the fights, M.O.D.O.K. used mind control to turn Simon against Ms. Marvel, leading to a prolonged brawl. Carol ultimately chose the unconventional tactic of grabbing Simon and kissing him passionately to snap him out of M.O.D.O.K.'s control. Although successful, it created tension between the two old friends. Carol rebuffed Simon several times as he tried to talk to her about the kiss. After MODOK and the AIM matter were settled, Lightning Storm had lost several members and was in a state of disarray. Ms. Marvel suggested Wonder Man take a few days off away from the Minicarrier, a clear signal to Simon that Carol did not want to discuss what happened, or pursue anything further between them. Disheartened, Simon left Lightning Storm behind after that. [Ms. Marvel (2nd series) #13-17]
[Note: In an apparent miscommunication between writers, Wonder Man and Ms. Marvel were presented as a couple in Mighty Avengers (1st series) #6. Simon approached Carol and told her, as his team leader, not to give him all the safe assignments because she was trying to protect her boyfriend. They were clearly presented as in a relationship, but the progression of events in Ms. Marvel (2nd series) does not support this.]
In the meantime, Wonder Man continued to operate as a member of the Avengers under Ms. Marvel's leadership. The team faced numerous threats such as Ultron, Doctor Doom, the Symbiote biological attack and the return of the Hulk. [Mighty Avengers (1st series) #1-11, World War Hulk #1-5] Simon returned to help Ms. Marvel and Operation: Lightning Storm when Carol went missing and was hunted by the Brood on Monster Island. [Ms. Marvel (2nd series) #21-24] Circumstances conspired to prevent them from talking about their personal feelings, however, as Carol had been temporarily replaced by a Skrull at the start of the infiltration. By the time that issue was settled, Carol was distraught over the loss of another lover, William Wagner, and her personal failures with Lightning Storm and other matters. She came on to Simon out of desperation and the two of them spent the night together. [Ms. Marvel (2nd series) #27]
Simon and Carol's personal life still received no resolution, for the very next morning the Skrulls launched their full invasion of Earth. Wonder Man and Ms. Marvel were split between attacks in Manhattan and the Savage Land. The invasion was finally repelled but, as a consequence of media manipulation and the Initiative's failure to prevent mass infiltration, Tony Stark was removed from duty as head of S.H.I.E.L.D. and the Fifty-States Initiative and replaced by H.A.M.M.E.R., a governmental organization formed by the sinister Norman Osborn. [Secret Invasion #1-8] Carol openly defied Osborn and refused to work for his Avengers and Initiative, going underground with the unregistered Avengers team. [Dark Avengers #1] Simon found working for Osborn to be equally distasteful. He also quit the Avengers roster and began to sour on the entire idea of administering justice through violence. When his former teammate and leader Clint Barton dropped in on a live news broadcast to denounce Osborn and the criminals he outfitted as heroes to join his Avengers, Simon was scheduled to appear on a late night show afterwards. Responding to Clint's message led Simon into something of a meltdown, as he ranted on live television about the failure of the Avengers as a concept and dismissed the public for allowing someone like Osborn to assume power in the first place. The pro-Osborn spin in the news media only took an awkward monologue and made it worse, painting Wonder Man as spiteful, incoherent and nearly unhinged. [New Avengers (1st series) #51]
Simon Williams' acting career took a nose dive following his on-air antics. Job offers and sponsorship deals dried up, his agent left for more easily managed clients and Wonder Man found himself blacklisted as both a celebrity and a super-hero. So he was in no mood to play when his brother Eric showed up at the door. After trading blows for a while, however, Wonder Man and the Grim Reaper got to talking about Osborn. Eric considered Osborn a snake and a con man, and was willing to do some good in the world if it meant taking the "Iron Patriot" out of circulation. Fueled by his own feelings about Osborn, Simon was willing to accept this change of heart by Eric. He even dreamed about this being the turning point for his brother, like so many other villains turned heroes over the years.
Wonder Man was introduced to the Lethal Legion, a new group of villains the Grim Reaper had assembled to help bring down Osborn. Wonder Man chaffed at the idea of working with the likes of Tiger Shark, Grey Gargoyle, Mr. Hyde and the Absorbing Man, but recognized the need for using them to get the job done. Their plan was to kidnap Osborn, not kill him, and find a way to turn him over to Nick Fury to face true justice for his crimes. The Lethal Legion assaulted Avengers Tower and, with Wonder Man as their ace-in-the-hole, managed to speed Osborn away from the scene before anyone could stop them. Unfortunately, the Legion's alliance began to break down after they got Osborn in their custody. A struggle between Grim Reaper and Mr. Hyde ended when they noticed Osborn had been mysteriously freed during the fight. The Iron Patriot returned minutes later with the forces of H.A.M.M.E.R. and the Avengers to arrest all the Legion for their actions. Simon was imprisoned on the Raft for multiple felony charges and Eric was seemingly killed in an execution orchestrated by his fellow inmates.
(In fact, Grim Reaper and Norman Osborn had been partners in the fiasco all along. Eric deliberately set up Simon and the Legion to fail, giving Osborn's Avengers a group of true villains to defeat and raise their standing in the public eye. The Grim Reaper's death was faked and he was released from prison in secret, with Osborn's thanks. It is unknown when or if Wonder Man learned all this, but it certainly wouldn't have helped his increasingly cynical disposition.) [Dark Reign: Lethal Legion #1-3]
