As the Black Panther sought to defend his innocence before the other nations, Namor warned him that Atlantean military ships were now in position behind the N'Yami cruisers, ready to use violence to prevent violence from threatening Lemuria. T'Challa maintained that his forces were non-aggressive, with strict orders not to fire unless fired upon. Namor, however, was imminently concerned the situation would escalate out of control, like the Kiber Island incident from years earlier. Indeed, that was exactly what Klaw had planned. While Everett Ross was meeting with Ghaur in Lemuria to negotiate, Klaw infiltrated the City of the Toads and opened fire before using a sonic copy of Ghaur's voice print to begin activating Lemuria's missile silos. The Wakandan sensors realized they were about to be fired upon, and so they fired first to disable the Atlanteans so they would then be free to fire upon the Lemurians without being outflanked.

And so, through small gestures and anticipatory reactions, war had begun. Wakanda and Atlantis were exchanging fire outside of Lemuria. America struck back at Wakanda for the sinking of the Roussos with air strikes that were driven off by the Prowlers. And, on the streets of New York, the Sub-Mariner fought the Black Panther personally for bringing war to their shores. After Namor and T'Challa reached an agreement to lay down arms, Klaw made his move and attacked T'Challa directly. Black Panther had counter-measures prepared for disabling Klaw, however, and blocked Klaw's resonant operating frequency to render the Murderous Master of Sound blind and drain his power. As T'Challa prepared to beat his father's murderer to death, though, the people of New York attacked him in a panic while blaming him for the Roussos. He had to be taken into custody protectively by the NYPD. [Black Panther (3rd series) #26-29]

The Lemurian situation soon resolved itself. Everett Ross had ferreted out the fact that the Deviant child was Ghaur's own daughter, doubly embarrassing for him as she was conceived improperly with a sister of their faith and for appearing so... human. An agreement was made that the child was officially declared dead as a result of America's air strike on Wakanda and unofficially turned over to Atlantis for care, ending Lemuria's casus belli. Surveillance data was provided by Doctor Doom of Latveria that cleared Wakanda in the sinking of the Roussos. The United States had had enough, however, and chose to hold hearings as to whether His Royal Majesty T'Challa of Wakanda should be welcome in America, given his erratic behavior and the chaos he had caused on a global scale the past few months.

Everett Ross put on a stirring defense of the Black Panther, backed by witnesses such as Captain America and Reed Richards. Under the seal of national security, the Captain revealed for the first time his meeting with the Black Panther of the 1940's to secure Vibranium for his shield. Ultimately, the committee chose to take no action or sanctions against T'Challa or Wakanda. Afterwards, T'Challa and Captain America renewed their bond of brotherhood, as T'Challa revealed he had known all along about the Captain's visit to Wakanda thanks to the shield held in the Wakandan archives by Azzuri. He tried to return the shield to Rogers, but the Captain declared the shield belonged with Wakanda now. T'Challa appeared at Monica Lynne's window again. He acknowledged her earlier argument by returning with her engagement ring, and seemed ready to invite her fully back into his life. Monica gently refused, however, and asked to be left to live her own life. With Ross's American citizenship restored, T'Challa returned to Wakanda... alone. [Black Panther (3rd series) #30]

Malice once again entered the Black Panther's life, threatening his loved ones with a cryptic message of "She's dead" sent to him. Nakia freed Man-Ape in America and sent him after Ramonda and Queen Divine Justice. She began using Jufeiro, a spore that induced rapid and intense passion in men, allowing her the assistance of various and unexpected pawns. She arranged for the disappearance of Luke Charles' favorite student Maria and seduced Wheeler, husband to T'Challa's American immigrant cousin M'Koni, who was then poisoned by a doctored sleeping pill. While the Black Panther investigated Malice's attacks, he put the investigator Dakota North to work protecting Monica. T'Challa was kidnapped by Malice for a time and subjected to Jufeiro, stirring his passions but not enough to make him submit to her.

T'Challa was released from Malice's lair by Omoro, security chief of the Wakandan Consulate, who claimed to administer an anti-toxin for the Jufeiro. He was actually one of Nakia's pawns and had injected T'Challa with a concentrated dosage of the toxin instead. The Black Panther had planned for all this after first detecting the scent of Jufeiro where Malice had been, and secreted time release antitoxin patches in his uniform. Pretending to be under her full influence, Black Panther and Okoye staged a trap for Nakia which she managed to escape. Finally, the Black Panther took drastic action and ordered battle cruisers to Q'Noma Valley, the fishing village where Nakia was born. As punishment for her treasonous actions, T'Challa showed Malice the bombardment of her home by Wakandan forces. Unaware that T'Challa had evacuated the village before the attack, Malice was shamed into abandoning her quest, and providing the antidote to her various victims. [Black Panther (3rd series) #31-33]

Meanwhile, Queen and the queen mother had been kidnapped to the Jabari lands of the Crystal Forest by M'Baku. T'Challa seemed unconcerned about Queen's fate, and focused on dealing with his new State department liaison, Henry Peter Gyrich. The Avengers' former government liaison through the NSA and CSA, Gyrich had fallen on hard times after being manipulated by Hydra during a world takeover scheme, and being a "Panther wrangler" was his last chance to keep his desk in Washington. During the Lemurian crisis, Vibraxas and Queen Divine Justice had become close, though N'Kano hadn't known she was Dora Milaje and Queen was ignorant to the political implications of fooling around as the king's concomitant. When Vibraxas took it upon himself to try to rescue Queen from the Crystal Forest, T'Challa recognized he would have to intervene as well.

The Black Panther's initial lack of concern was due to Queen's origins. Born Ce'Athauna Asira Davin, Queen was actually the princess of the Jabari tribe. When T'Challa outlawed the worship of the White Gorilla and dispersed the Jabari tribe early in his rule, some tribesmen carried the king's order beyond that and began to ostracize or even kill the Jabari in Wakanda. Jabari Chieftain Damola had fled to America with his wife and infant daughter, only to be tracked down and killed by tribal extremists. T'Challa regretted these consequences and sent a member of his royal guard to America to pose as Asira's grandmother, ensuring Queen was raised in safety from but ignorance of her true origins. Learning these facts created a rift between Queen Divine Justice and the Black Panther, for Man-Ape wanted his cousin and princess to return to the Crystal Forest and lead her people in striking back at the Panther tribe. The Man-Ape was defeated in a tribal challenge, and so he and his Jabari tribesmen were arrested as dissidents. M'Baku also spitefully revealed T'Challa's secret, the real reason the Jabari lands had been outlawed -- the hidden body of the time-displaced future Black Panther, preserved in suspended animation. In returning Gyrich to New York, T'Challa was summoned to the Wakandan Consulate to find Mephisto waiting for him. Or rather, not. Mephisto was actually Everett K. Ross in Mephisto's body, which was in fact not Mephisto either. In a convoluted sequence of events, Deadly Nightshade had been released from prison and wanted to provoke the Panther. She stole the ashes of Chiangtang (a dragon foe of Iron Fist) from the Daughters of the Dragon and resurrected him. Dubbing him "Black Dragon," Nightshade sought to use Chiangtang against T'Challa and installed a "genetic bomb" in his body to keep him in line. The Black Dragon refused to serve her and lay a nest of dragon eggs from which he hoped to harvest the genetic material necessary to repair his genetic structure. In the meantime, he swapped places with Everett Ross after first reshaping his body into a duplicate of Mephisto's to further cover his tracks.
