While posing as the Superior Spider-Man, Otto Octavius wanted to recreate the success he thought he had with the Sinister Six. He forcibly recruited his past allies (Vulture, Chameleon, Electro, Sandman and the new "Mysterion") and brainwashed them into "reforming" as a team of heroes, the Superior Six.
