The Council of Cross-Time Kangs were supposedly a higher multiversal equivalent of the Council of Kangs. Only the survivors of a "local Council War" could ascend to the Cross-Time Council. In reality, the Cross-Time Kangs were pretenders, random agents who killed or stole the armor of Kang and acted as pawns and custodians to Kang-Prime's larger empire.
